Overview: An agreement between authorities of Costa Rica and Panama will implement a pilot plan to address entry of carriers to the national territory, under a health and safety protocol that will allow for goods to be moved to authorised places. The proposal that was presented to the Central American authorities was prepared jointly between authorities in the public sector and representatives of the private sector, who invested a lot of time and experience. An open dialogue continues with the other countries so that this proposal can be implemented with more actors in the region. The pilot plan proposed by Costa Rica will allow carriers to enter a group of fiscal warehouses that have shown their interest in participating in this initiative and that will be previously evaluated by the Health authorities, in order to guarantee that the required guidelines are met to avoid the spread of COVID-19.
